I think definitely yes if you’re accessing to a game server located at China mainland. :-) Their internet (specially international internet) is working magically due to Great Firewall.
I have a friend with the same ISP but getting under 100 ping constantly. :( i seem to be getting 170+ ping in game but the RTT score shows only 80+
