I would like to know what do the values of RTT Avg and RTT Std mean, I am assuming they are the average ping and standard deviation of the pings. But when I connect to a west coast server that claims to have 150 RTT Avg, I get 210ms ping in game with mudfish and 170ms ping without mudfish. Is this normal?

Yes correct.  However are you getting 210 ms at US West game server?  Then could you send “ping 52.8.135.3” from Command Prompt with or without Mudfish?  Is it not matched the value suggested by Mudfish?

It doesn’t match the written value suggested by Mudfish, however the graph is very accurate, so now I refer to the graph when looking at ping values
