Is it still same? If it’s solved now, I think this issue could be related with your ISP.

I do not think it’s my ISP, I’m from Chile and I have a friend from Peru with the same problem, now again the ping went down, but lately the servers swim a little irregular.

If you’re familiar with WinMTR tool and know the game server IP, please try to test where this kind of delays is from. I think it’ll show more details why.
