I am unable to change my data plan from subsription to pay per traffic. Every time i try change it says no information changed. Where as i did change my data plan from " subscription " to " pay per traffic " .

No problem. 
I’d changed your data plan to PPT (Pay Per Traffic) and reset your changeable date too. If you’d like to change it back I think you can do again.
