Please try to test your network status from your desktop to 116.93.97.36 IP (PH Asia (Philippines - CloudSigma)) using How to use WinMTR link.
I think this result shows you where this issue is from.
@weongyo I have sent a message to your regarding the results of the WinMTR. Please can you take a look at it I’m not sure where is the issue coming from?
@toochieboy Umm… Did you send the WinMTR result via email or forums? I can’t find your topic regaring to it.
