I did have use leatrix latency fix. But I posted this before I use it. Maybe the game is calculating the latency differently from mudfish. If i check from resource monitor, the ping is nearer to mudfish.  
Morever I tried others like WTFast and battleping, sometimes seems to better sometimes seems to be same as Mudfish. not a big different in average. So i think this is all ok. Thank you very much for your time. At least in fixing the dashboard to show correct RTT instead of 3000ms always :)
