Would 1 mbps be enough for Overwatch? It seems pay per traffic is the better option for just one item anyway.

And is there a way to prevent new devices being created when I connect to mudfish? Everytime I have to answer whether it's public or private network.

In my opinion, yes because most of game traffics are not that high. However please check Data Plans for details.
